If you don't see Visual Composer Page Builder when editing Page Template, then most likely Visual Composer is not enabled for that custom post type "cptemplate". To fix this:
- Go to WP Admin -> Visual Composer (WPBakery Page Builder) -> Role Manager
- Set Post types dropdown to "Custom"
- Tick the "cptemplate" checkbox
- Save settings
